    For HS 84571020 (Machining centres — vertical (VMC)): BCD 7.5% + social welfare surcharge at 10% of the BCD + IGST 18% on the duty-inclusive value.     Customs is not bound to accept your invoice or hammer price. For second-hand machinery they may re-assess from the machine’s original new price minus scheduled depreciation — 4%/quarter in year 1, 3%/quarter in year 2, 2.5%/quarter in year 3, 2%/quarter after, capped at 70%. Assuming first use in 2018, a 2018 machine has ≈32 quarters in service: scheduled depreciation ≈70% (the cap). If depreciated-original exceeds your invoice, duty is charged on the higher figure — budget both scenarios before you bid.

  3. 03Chartered-engineer certificate — arrange before shipment

    An inspection/appraisal certificate from a chartered engineer (at the port of loading, or as customs directs) must accompany second-hand machinery. Arrange it before shipment — it also anchors the valuation discussion above.

  4. 04No age limit — your machine imports freely

  5. 05No safety certification needed — the “Scheme X” order was scrapped

    The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 was rescinded with effect from 14 January 2026. No QCO certification applies to importing this machine today. Claims of a “September 2026 enforcement deadline” refer to the rescinded order and are out of date.
